Dr. Neuss was born in Indianapolis and after attending the University of Michigan he received all of his medical education at Duke University Medical Center in Durham, N.C. including his MD, internal medicine and medical oncology and hematology training. He is Board Certified in internal medicine and medical oncology.

He was in private practice in Cincinnati from 1986 through 2011 and was the second doctor and first medical oncologist at Oncology Hematology Care, and he was vice president of the group from 1986-2011. He was the medical oncology leader in his group which increased from 2 to 48 doctors during his time, and he considers the groups Joint Commission Accreditation, in addition to its growth, as his greatest accomplishments there. The group also supported a software development company and Neuss is still an owner of this company which has a chemotherapy product ChemoSAFE which allows for pathway designation and compliance monitoring.
